Today at a glance — things to remember

Detailed notes

1. UP rewrites character-verification rules: provisional joining before police report

UP-GOVERNANCEUPPSC: Prelims + Mains GS-II (UP-special GS-V)
Syllabus linkageGS-II: Governance, transparency & public service recruitment | GS-V: UP administrative reforms
ContextAnnounced in Lucknow on 29 Oct 2026, the new policy stops character and antecedent verification from delaying state government appointments.
Key facts
  • Selected candidates for general posts get a provisional appointment letter before verification is complete.
  • For sensitive posts, verification stays mandatory before joining; district police and local intelligence must report within 30 days.
  • Verification covers the home district and any district where the candidate lived over 1 year in the past 5 years; based on records, no physical presence needed.
  • Disqualification for serious offences (murder, rape, paper leaks, cheating gangs, cyber fraud) and for involvement in violent activity aimed at changing the government; an FIR alone does not disqualify.
  • Applies to direct recruitment in departments, corporations, councils, autonomous bodies, panchayats and local bodies; concealing facts cancels appointment.
Way forwardCuts the joining lag that idles selected candidates for months, while ring-fencing sensitive posts; links to UP's anti-paper-leak push. Watch for safeguards so 'violent activity' is applied narrowly and fairly.
ConceptArticle 16 (equality of opportunity in public employment) and Article 309 (recruitment rules for state services) frame such policies; police verification is an executive, not statutory, requirement.
Flowchart of UP's new recruitment verification: selection, split into general and sensitive posts, provisional letter or 30-day police report, then confirmation or cancellation.
